17p is quite high for a night rate. If you think you can benefit from E7 (>40% of usage during the night), then there better options out there. 5p is great if your night ratio is high like ours but not if your ratio is say 30% at night.
17p is awful for a high ratio off peak, but would be better at around 30% off peak.

Think of economy 7 rates as a see-saw. The lower it is on one side, the higher it is on the other. So, when picking an E7 tariff you really need to know your ratio between off peak and peak to decide whether a super low off peak rate is better than a marginally lower off peak rate. Or even whether you should be on E7 at all.

Most homes won't maintain a comfortable temperature in winter for 17 hours without heating.E7 might work for you in the summer, when you're only using the heat pump for to heat the hot water tank.
