guilty of not noticing the signs at midnight

    Download the joint Code of Practice,  CoP,  from the BPA or IPC website and study the sections on CONSIDERATION periods,  the period prior to parking or leaving 

    Grace periods occur at the end of an authorised parking in order to allow a driver to leave promptly 

    There are thousands of private parking areas in the country,  far too many to have a simple lookup system , plus it could be out of date a week later,  or changed parking companies,  or the rules could change overnight

    Parking Eye are typically in bed with Asda,  not Horizon  !

    The B&M signs tell me that its a retail park,  hence plan A to the landlord or managing agents 
    letter is off horizon NOT parking eye

    i stayed 29  mins. as tyre flat light came on. pumped up tyre. checked others. 
    i am guilty of being entering and staying. 
    do i still pay?

    Check the NTK PCN letter against the Horizon ones in the newbies sticky thread in announcements near the top of the forum to check for Pofa2012 compliance,  or not , especially because you redacted the date 

    Study the first post in that thread carefully 
    i admitted guilt. i drove on and left (never said immediately) sorted a tyre out.

    Just do the usual appeal stages.
    thats useful if i knew what they were lol.... appealing against what though? i am guilty. but one message said " of course you dont pay"

    But you aren't guilty of anything given this isn't a criminal matter.

    The money that you are being asked to pay is a civil invoice where the parking company are saying you entered onto an agreement with them to pay them money in certain situations.

    You need to read the sticky threads at the top of this board so you understand more about the situation and what grounds you have for deciding not to pay the invoice.

    thanks. I have read them but i dont know how thick i am being because i feel i did stay on the carpark at 23:50 until 00.19 due to beleiving the shop was open 24 hrs. then sorting a flat tyre light out. not knowing which tyre it was i had to check them all. took me 25 mins. then left. with no painkillers which i went to buy.

    asda. clear signs to read. i didnt read them. went to buy painkillers. believed it was open 24 hr. got there. not open. flat tyre light on dash. not sure which one it was. checked all 4. took 25 mins.. left. after getting ticket. went up to read signs. had i read them on the night.. still would have thought the times were when i could park, because im thick. totally guilty of being there when i shouldnt. do i still pay>?

    Please stop using the word guilty as that is completely irrelevant and meaningless in this context and using it gives more legitimacy to the PCN than is merited.

    Given this looks like a multi store site the car park will not belong to Asda but the site landlord so whilst you were trying to visit Asda, the fact it was closed is also pretty much irrelevant in itself.

    That PCN says unauthorised parking so on what basis was it unauthorised - the PCN should provide enough information for you to understand the basis on which they are claiming you agreed to pay the charge in order for you to know what grounds you could appeal on.

    You do need to try and understand the guides though as they will help you make sense of this all.
