Whether the belt needs changing according to the service schedule is irrelevant. The customer wanted it done, and the seller agreed as part of the deal.
OP - get your deposit back & go else where. It’s not worth the trouble to go through Small Claims.0 -

It doesn't matter whether the car "needs" it changing or if it's "only" 80% of the way through its expected life.The dealer made an offer to change it as part of the contract.They're now reneging on that.I'd walk away.2
