    so you think councils do not cross check their data with each other?
    such naivety 
    the world woke up to anti fraud measures long ago.

    I know a couple who have been doing this for years and so far neither council has done anything about it.
    then your moral compass is worse than theirs

    Dob them in, preferably to both Local Authorities. It's your civic duty as a citizen.

    And Bookworm: How come benefit fraud is so widespread if councils are as on the ball as you seem to think?

    Its evidence in the same way that I saw someone speeding given I was at the speed limit and they overtook me. That doesn't mean that exceeding the speed limit is (a) morally okay, (b) legal, (c) free of penalties. One example gives you no idea of the % of detection, even if that's all you care about.

    A married couple can only have one PPR for Council Tax and CGT purposes.
    They won't be aligned as the HMRC are only interested in their tax (CGT) and not the tax affairs of local government (Council Tax/Rates)

    Everything that's illegal is possible.

    If it were impossible then there wouldn't need to be prohibitions against it.

    It is possible to fiddle your taxes but it is still illegal and costly when caught. 

    It is possible to steal a car but it is still illegal, or would you be happy if your car was stolen and just accept it happened?

    Not true. Even in my Council Tax recovery days long ago, data matching between Local and National Government was standard procedure.
