2x PCNs received from UKCPM - Landlord Not Identifiable

Hi Folks,

First of all thanks to everyone for this amazing resource, this has been hugely helpful in navigating the PCNs I've received but unfortunately I'm a little overwhelmed. 

My sister lives in a flat that doesn't have parking for residents, but has private parking bays managed by UKCPM right next to the flats. The flat is inaccessible without going down that "private" block of parking bays. The Estate Agency while renting the flat verbally confirmed that parking bays are not for residents but reasonable time (15ish minutes) is allowed for unloading etc. 

It is important to mention that we do not have that anywhere in writing. 

While I was helping my sister move her belongings, I had to stop and park while I carried her stuff up to her flat. I was later issued 2 separate PCNs from two such trips and I am not certain if I should contest them as I feel I do not have any legs to stand on. The parking bays have clear signs showing it is private parking (screenshot attached). 

However, I am upset that some person took pictures of the car in the short time it was parked late at night on these two occasions. How else are people expected to move into these flats if not by unloading? 

What is however interesting is that the two PCNs that I've received mention different reasons for issuing the PCN. One states that it is for "No Parking / No Stopping " while the other mentions "Valid permit not displayed". The wording on the PCN is identical aside from this. I have attached a screenshot of one of the PCNs for reference. 

Considering the above, I am really confused about the following and would highly appreciate some advice for the following:

1. Should I contest these parking fines or just pay them?
2. How far does UKCPM usually go (forums mention differing opinions on followups)
3. Can the Letting Estate Agency help with this? 

I have spent ages trying to track down the Landlord and who actually owns the parking bays to give Plan A a solid chance but none of the businesses seem to know anything about who actually owns the land. 

I would really appreciate any help as I am strongly considering just paying the "fine" to make it go away.

    Others will be along to comment but in the meantime I'd suggest you report your post to get the image removed as it contains details of the charge reference number etc and then repost it with all the details that can be used to identify the incident blanked out. Also you will need to post the back of that page so the regulars can see the full content.

    There's no appeal available (it's a farce) so ignore the threatograms and come back when you get a LBC from Gladstones. Easy to handle.

    No CCJ risked as long as you don't ignore a Claim Form or move house without telling them.

    I'll follow the process outlined in the Newbies thread and send the blue text as the "appeal" on day 26. 

    I will repost here once (/ if) i receive the LBC from Gladstones. In the meantime, is there any thread you recommend I read to prepare for the LBC? The registered keeper will most definitely panic once the LBC is received so I want to be prepared.

    Also, is it almost always certain that they send an LBC? How likely is it that this will go to court?

    They may or may not send a LBC. May or may not issue a court claim.

    They don't always.

    But if there's a claim, the keeper can use Contestor Legal's no-win-no-fee strike out service, which as it sounds, costs Defendants nothing because CL seek their costs from the Claimants.

    Thank you so much. I will look into Contestor Legal a bit more. 

    I will send the default appeal against the PCN tomorrow on their portal then ignore any followups until the letter from Gladstones. 

    Will definitely update this thread and look to seek some more advice whenever I receive the LBC.

    I've just received the following letter from Debt Recovery Plus. 

    Should I be concerned? What are my options here? 

    Really appreciate your advice. The vehicle owner is panicking and close to paying the charge but im trying to handle the situation best I can. Any advice would be highly appreciated.

    DRP letters are already shown in pictures in the 4th post of the NEWBIES thread.

    I am always astonished that anyone is remotely spooked by these laughable threatograms. Show them the pictures.

    Come on, they can cope.
