Hotel flooded no running water

It is a storm and there is a state of emergency right now.
Many hotels will be flooded and lots will be full due to people moving to different hotels.
For storms they are "acts of god" and TUI will be doing all they can.
Have you contacted them directly about this? They may let you go home early.
Have you checked what the government has said to do?
Have you spoken to the staff at the hotel?
There isn't much they can do about the flooding and other hotels will be affected so they can't just move everyone out straight away when there will be lots of hotels and lots of people in hotels having the same situation.
Does your travel insurance cover you for natural disasters? This is often an add on as it is extraordinary circumstances.
You could check your insurance to see what they cover.
I don't mean to sound harsh, but if you are just looking for compensation, you may not get any due to it being a storm and a "act of god". Your travel insurance is probably the only chance you have but even they may not give anything for this kind of thing as it is totally unavoidable.

The OP didn't initially mention she had any children with her and may well have received more sympathetic responses had they done so. She needs to keep chasing the rep as she is in a higher risk category than a couple of adults travelling together.It's unreasonable to expect instant reaction when a major incident like this happens.2

Just consider the fact that the hotel staff have homes and families with young children who will also have been devastated by these floods.
They will be doing as best they can to resolve these problems under difficult circumstances.5 -
From a strictly practical point of view I would suggest you document any query to and response from Tui and the hotel. Keep it factual as much as possible though you might make a note of a child's distress.
Also if you need to buy anything keep a receipt. Any compo would only really be from travel insurance, depending on what coverage you have, eg just for costs incurred vs loss of holiday.
If it was a fault of the hotel or TUI, then yes those parties would come into play, but a natural disaster is not. All they have to do is whatever they reasonably can to keep you safe, sheltered and fed (if that's what you paid for). Amid a disaster, there's very little they can do (buying bottled water is really too minor as there's no real loss to you other than the EUR 5).
