ECPL have replied to the complaint with this emailThank you for your email.
I can confirm that POPLA has sent their decision on 15/05/2023. As no payment was made the notice has been passed to Debt Recovery plus. The notice is currently outstanding at £170.00.
Please note that we are unable to accept your correspondence as this parking charge notice has now been passed to a debt collection agency.
Please contact Debt Recovery directly with regards to payment on 0208 234 6775.
Euro Car Parks are unable to assist any further, please ensure all/any communication must now be complete direct with Debt Recovery Plus.

As far as we know, there was no POPLA appeal process as the deadline for an appeal passed while waiting for the Vue cinema customer service to write to ECPL.

But the point is they are refusing to let you transfer liability. Ask them if they are really refusing to action a transfer of liability and if so, you'll report them to the DVLA, BPA and your MP.Peter767 said:an update..
