DCBL debt collector letter

Dear forum members

We would be grateful if you could advice us on a parking ticket issued to the driver through the NTK on 8th May 2023 (King's coronation weekend). The driver parked and paid for the parking on return (usual in most cinema parkings) and lack of adequate signage) and drove home not realising till ECP sent a NTK on 15/05/2023.
We initially appealed to the parking company within stipulated time and later to the Odeon cinema. The ECP appeal was sent by post, and a reply received by a letter on 18/9/2023 with no answers to the specific questions but a generic reply to appeal to POPLA. We couldn't appeal as we were waiting for Odeon to write to ECP. Unfortunately, it took Odeon a few weeks and they eventually replied via an email which we forwarded to the ECP who sent an email reply stating they wouldn't be accepting any correspondence as the PCN had been forwarded to a debt recovery agency.
Since then we have received a few letters from the debt collection bailiffs limited which we have ignored after having gone through the newbie's thread.
We have kept proof of the:
1) Parking payment
2) Odeon cinema tickets and emails agreeing to help us get this ticket cancelled
3) postage
4) replies from the ECP (letters and emails)

The driver has now moved to live in another country permanently and all these letters have been addressed to the registered keeper who is worried at the prospects of an impending court claim.

Our question is

1) at what stage should we disclose the driver details?
2) do we need to involve the MP/MLA or Odeon again or just keep ignoring everything till we receive a claim letter from the county court?
3) If the driver is in another country, will the recovery team post letters to them or the RK?

    Do we just send something like

    DearDirect collections Bailiffs Ltd

    I am contacting you regarding a letter I have received in post (your reference number *****).
    I have no recollection of driving to that location in May 2023. If you could provide further details, I would be able to point you in the right direction. I have contacted the car parking company but they say they have sold you my details without and wouldn't deal with me any requests.
    Without this evidence, I refuse to accept any debt you claim and will vigorously defend any such claim.

    I'm sorry but that's the opposite of the advice we gave.  As a reminder, you asked:

    You have to give then a name and full address of the driver.
