PCN issued for overstaying

Hi, 

I received this PCN from NPC addressed to me as registered keeper. The driver was indeed in said carpark and overstayed by 70 minutes. (Idiot). It was very late at night, well into the early hours. It's a 24-hour carpark. The driver was the sober chauffeur for the night. 

My understanding is this PCN isn't POFA compliant. So I am not obliged to name the driver(?).  

I only received the PCN on 28th March despite it being dated the 20th. It says I have until 3rd April to pay. PLAN A seems too late(?). 

Should I still appeal nonetheless as PLAN B? (There is no mention of the reduced rate still being available after the 14-days). Or just pay up?

    Need to see all the redacted dates, the letter is presumed to be delivered 2 business days after posting,  even if it took longer such as A week,  hence the dates are important 

    NPC are an IPC AOS member so will reject the appeal regardless , even if that NTK PCN letter fails to comply with Pofa as you believe 

    I doubt that plan A would work,  not based on the story above 

    There is no legal compulsory reason to name the driver,  it's optional,  but personally I might do so in order to avoid any future hassle coming my way, that way they would learn from their mistakes   ( to avoid stopping or parking on private property   )

    I bet that there was no parking contract offered, perhaps forbidding signage  ? , unless its a 24 hour pay to park site which you inferred   ?

    But that is the mugs discount period designed by scammers to shock you in to paying up and shutting up!

    You won't be paying. We're just saying there's no appeal worth trying, with an IPC firm.

    Tell them if you move house within SIX YEARS. Open every letter. Laugh at £170 threatograms.

    Come back when you get a LBC.

    Tell them if you move house within SIX YEARS. Open every letter. Laugh at £170 threatograms.

    Come back when you get a LBC. 
    I've gone through several of the winning cases (thread) and looked at some of the cases going to court. I'm also a bit new to the post-Beavis world of parking. It seems some cases are winnable, some aren't (I was advised to pay a PCN from university on here, for example). So, I'm a tad confused... In your opinion, what should I take away from this event and subsequent PCN that should make me confident I won't be paying a penny and should just wait for a LBC? (other than: "don't park your car or let anybody else park your car without putting in the correct money into the machine!"). 

    And should I do plan B as registered keeper? (or literally do nothing and wait?).

    ...anyway, this one is an IPC firm. There's no appeal worth trying with this motley crew and NPC aren't especially litigious. Of course you DON'T pay it; just let it go to LBC stage if that happens.

    There's no point appealing - and the industry is still unregulated - so ignore. That's what I tell my friends & relatives about any IPC firm, regardless of facts of the case. The industry is rogue, they are playing with the Government and it's like the Wild West right now.

I see they're not BPA authorised (https://www.britishparking.co.uk/bpa-approved-operators) yet their site seems to hint that they are: https://www.nationalparkingcontrol.co.uk/about-us/industry-practices. Already that strikes me as very dodgy.

    They can be an member of the Approved Operator Scheme of one of the two (industry sponsored) groups, they can additionally be members of the other one. Like CM said though, nothing to do now, IPC is not independent nor really an appeals service.

    As above,  they can be CORPORATE members of the BPA,  yet also subscribe to membership of the IPC and also subscribe to the IPC AOS members list in order to be compliant enough to obtain DVLA keeper details under the KADOE contract  ( so to paraphrase,  you are barking up the wrong tree, it's irrelevant,  no legs, forget about it   )

    The AOS list is what matters, not the corporate membership

    Going on prior advice above, i assume i just ignore these debt recovery letters until i receive a LBC? (Letter date was a week ago, alleged contravention around 5-6 weeks ago).
