Thank you!Prior to 1 January 1983, just being born in the UK gave that child British Citizenship, even if a foreign mother came to the UK as a visitor to have their child in the UK. It was a well trodden path, resulting in this ending from 1 January 1983.The OP said her brother is age 71 and was born in Britain, therefore he was born a British Citizen.
