I hope someone can help me please. 

My brother is 72 and wants to come and live in England. 

He was born here but lived all his life abroad.

His income is about £1400 a month and he would like to rent from a council housing association as funds are low.  He has little savings.

He does obviously not have a National Insurance number. 

Which steps can he take to join housing? Would he be put in temporary housing whilst he waits?

And which rights would he have please?

    He would not be eligible for social housing and so would have to rent privately. Council housing does not really exist any more; social housing (from Housing Associations) is mainly for families with young children.

    He would have the right to register with a GP for medical treatment, and once registration was complete he would be entitled to free treatment under the NHS. He could even get free optician check-ups and free prescriptions.

    He would also have the right to a free bus pass.

    I think je would seriously struggle to get a housing association property / social housing as they have long waiting lists - there maybe somewhere he could rent privately though without savings / referencing / credit history that can be hard and it sounds like he wouldn't have a deposit


    Can he live with you ?  he could save up to get a deposit and get more into the "system"

    He might be able to get sheltered housing (for which he would have to pay rent) for older people after a while as there is less of a wait for this than ordinary social housing. He might be able to claim housing benefit after a waiting period when he is judged to be a habitual resident if his income is low enough.

     This is right. Even British citizens can be charged fir NHS care if they are deemed to not be habitually resident

     No he would not. He can register for social housing provided by a housing association usually. Though waiting lists are years long with even the most vulnerable ie single mothers with young babies etc waiting years.

    The OP hasn't confirmed brothers nationality or passport but thought Irish have automatic and immediate access to the NHS under the Common Travel Area which predates the EU and outlasted Brexit?

    Like anyone wanting to move to another country they are going to have to be able to stand on their own two feet either alone or with support from family etc. If they cannot afford to then they cannot afford to move

    He might be put in temporary housing if he was deemed to be vulnerable after qualifying for habitual residency. However it’s a might, and temporary housing is not necessarily very nice. It could be a hostel.
