I would suggest that you seek advice from an advice agency such as CAB or Age UK. They should be able to offer advice on housing, benefits and access to health care.2

Before we go any further we need to confirm... is he a British Citizen? I assume he is.. but it'd be a disaster if advice is followed and he doesn't even have a right to enter the UK.Mariolanza said:

I'm going to be honest it sounds like he's never paid into the system, and as a result there's an argument that he shouldn't now benefit from things like pensions, housing etc. that have been funded by the taxpayer just because he's run out of money.0 -

Surely having lived and (?) worked in Belgium all his life then he would be eligible for assistance there, or at least from their equivalent of DWP
It may be that a move/return to the UK is not financially viable for him1 -

In a previous thread the OP refered to a sibling who lived in Belgium and required hospital treatment., which is not free in Belgium.1
