Parking outside bay

Hi,
Grateful for any help! I have read the newbie thread!
I have a lease car and received notice from the leasing company of a PCN for which they have supplied my details to premier parking Ltd.
I have checked the website and it appears a PCN has been issued because the car was not parked fully in a bay.
I believe this was because the car in the next bay was encroaching on the space I was parked in. However, in the photos provided the bay next to mine is empty so the car must have left when the pic was taken! If I appeal on the basis (blaming the driver of the next car who has left when the pic was taken) will the appeal be successful?
This took place in a retail park with multiple outlets and I visited NEXT and M&S but neither are responsible for the land for car parking so who should I contact and how do I find out the landowner?
Thanks, this will really help as I can do without a fine at the moment as already under a lot of stress. Part of me thinks I should pay the £60 fine now before it escalates as I can do without the stress. The leasing company have advised me not to appeal until after I have received the PCN in my name and address but as this will be after 14 days have passed, will the fine already have escalated?

It is not a fine.
Your leasing company has done you a favour by passing the hirer/lessee details to the PPC instead of paying the charge and billing you. Even better if they haven't charged you an admin fee for doing so.
Thank them in writing, and instruct them not to pay the charge on your behalf under any circumstances as they have now discharged their liability under the Protection of Freedoms Act 2012, and explain you will deal with this once you have received a Notice to Hirer in your own name (even if it is not actually called that when it arrives).
Plan A is always a complaint form the keeper (hirer/lessee/day to day keeper in this case) without revealing the driver's identity to the landowner/retail site manager, and the keeper's MP.
Plan B is to appeal as hirer using the relevant hire/lease letter written by edna basher that you will find in the sticky Announcement for NEWBIES, just after the blue template appeal (that you will not be using).
There are three edna basher letters to choose from, so post the one you intend to use here if you are unsure before you submit it.

Thank you and appreciate the quick replies and advice. I feel strongly about not paying the scam,. especially as I was forced to park the way I did because of the car next to me (which had conveniently disappeared when the picture for the PCN was taken!). My impulse to pay is not because I can afford it but because I worry about the effect on my mental health (with anxiety and worry about court/threatening letters/damage to credit rating) even if my fears are not real.1

Does anybody have a template letter or email to send to the retail shops ? Also how do I go about finding out who owns the parking and would have authority to have the pcn cancelled ?1

Thank you, I have contacted the stores I visited. M&S food basically said they cannot and will not look in to it as they have not had success with Premier Parking in the past. Next on the other hand have said they will contact Premier Parking but could not guarantee that it would be of any help..1

Yep, it is very frustrating as there is no CCTV at the site and the pictures taken for the PCN are bizarre as the space next is completely empty and one would have to be silly to not park within the lines.1

Should I wait to hear back from NEXT or are they just fobbing me off ? They only asked for my email address and told me they would appeal to Premier Parking but thinking about it they haven't got any car or PCN details and I spoke to their 'office manager' on the phone?0
