Alt Nets in the main leech onto the existing Openreach infrastructure so whatever the existing Openreach provision method is , is used (overhead via poles or underground via duct ) by the Alt Net , the main exception is where Openreach’s existing network is DIG , directly buried in the ground armoured cables , in these areas obviously there isn’t any usable infrastructure the Alt Net can leech onto , so they need to provide their own , or wait until Openreach provides new infrastructure for their own FTTP , so sometimes the Alt Net provides its own underground ducts , and sometimes their own poles .
In those rare situations where an Alt Net actually spends money on ducts when Openreach poles are available, it’s a safe financial bet for them , as unlike Openreach that have no choice but to allow competitors access to their ducts and poles , City Fibre and every other network provider including Virgin don’t have to allow access to their infrastructure, so that newly provided infrastructure is ‘safe’ from competitors using it and therefore a much safer use of money .
