Fairly sure if a public authority suspects fraud they can communicate with other departments and authorities. It's just not information that's freely and automatically shared among different organisations, only shared if there is a basis for doing so.1 -

I assume the Council will know that your Daughter lives at the property because of the Electoral Role submission which should have included her as over 16.
And this is what I don’t understand about council tax and tax. They already have the information, so why don’t they just automatically apply it ?

If you answered yes two years ago, it wouldnt have cancelled your discount because youd still be one adult over the age of 18. At the point of your daughter turning 18 you would had had to reapply because of her status in full time education.

As shown in the screenshot below, there are no options to add a person under 18. The only option is "I want to cancel a single person discount"...
And thats where the question about someone moving in appears...
But the statement under this question clearly states that under 18s do not need to be included...
"Please note, if there is a person moving in who is under the age of 18 they do not need to be included in this form"

as someone who was previously disregarded is now resident you need to inform the council they are no longer disregarded and the single occupant discounty will be cancelled
