"I am writing this email as I understand yourselves, Curson Sowerby Partners are the owners of Mountbatten Retail Park in Southampton."

Just checking  -  is it the following property  -   not sure they are the owners?:-

Yes that is what i found, they seem to own the retail park from what i read, nothing else indicates otherwise, if you have found something else

The website states in the "About Us" section:-

"CSP’s sole business is to provide knowledge based advice to retailers, landlords and developers in the out of town and London retail and leisure market."

Also there is statement in the above website describing the retail park saying (which I may have misinterpreted):-

"Ownership

Columbia Threadneedle"

Yes you may be correct, but having looked at the Columbia threadneedle they are an investment firm, so if they are the owners of the land would i contact them? or would i contact the company i already mentioned as they may be able to help squash the PCNs?

I have received a Final Notice of debt recovery letter for one of the scam fines. I am in contact with the apparent landowners who keep shifting me on to the relevant department to get this squashed. How do i go about this letter, It wont be long before the next one shows up too for the other.

Thank you and the Final Notice of Debt Recovery Letter, I have just been ignoring as I have with the others.

As you say, you already know to ignore these letters. They are shown in pictures in the fourth post of the NEWBIES thread.
