I think the reason tomato couldn't follow the normal moving house process other suppliers have is because they cannot take on new customers. New MPANS. Not the fines. The CEO has not suggested the fines are the reason for closing the doors they have cited growing pains.bob2302 said:

quote from OP first post.Before moving, I followed their advice and emailed them in early February to get the meter at my new place registered. I didn’t hear back, so I called them up, and they assured me they were working on it. Fast forward a month, and today they’ve informed me they’re no longer registering new meters.

Hi all,
just to be clear, on my new address currently I am with OVO as the previous customer was with them.
Tomato started refusing new meters a couple of days ago.
I requested the change of address one month ago.
Even if they are not registering new meters they should at least honour what they've been saying for one month and what they state on their website.
I've emailed again filing a formal complaint as a last attempt otherwise will go somewhere else.

Sounds like this was all whilst they were having major issues switching any property.
