Selfish neighbour

Hi 
my property is number 20 and according to land registry our boundary is marked in red. Number 19parks a car in the turning circle between property 19 and 20. I have asked nicely for them not to do this with no success. If they don't have cars on there drive I pull onto it to reverse on to ours. They complain at this even though I explain if they didn't park a car in the turning circle I would not need to do this. They are not approachable and had their own way for the last 5 years we have lived here. Can we park there? Can they park there? Any advice? It's very difficult to understand the wording on the deeds. Thanks in advance.

If it's a pubic road then anyone can park there.
But it seems from the T&Cs that you've included that it may be private but in that it says that either 19 or 21 can park for up to 24 hours. I can't see anything that says 20 has a right to park there at all. And also states that visitors to any property can park there for up to 24 hours.

Since there are no "VP" markings, I'd interpret a right to "pass and repass" over the joint entrance way only.

There is also what the deed say, and what impact you might actually be able to enforce.
Which may not be the same thing.All shall be well, and all shall be well, and all manner of things shall be well.

Any recommendations or advice as what we can do to enforce it or who to go to. They often don't have any cars on the drive and leave a car in the turning circle or have 3 cars. They definitely go out there way to make life awkward. It is not a large area and makes turning sometimes an 8 point turn.0

Enforcing the covenant (thats what it is) will be difficult, the enforcer wont care.

If the neighbour parked their car on your driveway, you would need to make a substantial effort to get the vehicle legally moved (eviction notice). Such stories are regularly in the newspapers/forums such as this.
Parking in a turning circle? I'd say that you have little to no chance.
As it's a civil matter (trespass), the Police won't be interested.
At most, they may send an officer to try and determine the owner of the vehicle and ask them to remove it.
This seems unlikely, since it's just a vehicle parked on a road, with no markings in place.
If it's your land, contact a solicitor and see what they have to say.
How much do you want the cars gone and how much are you willing to spend on your efforts?
