As far as the minimum legal holiday entitlement is concerned the requirement to accrue your holiday before you take it can only be applied to your first year of employment.

    https://www.gov.uk/holiday-entitlement-rights/calculate-leave-entitlement

    "
    Accrual system

For regular hours workers, annual leave begins to build up (‘accrue’) as soon as they start their job. An employer can use an accrual system to work out a worker’s leave during the first year of the job. Under this system, a worker gets one-twelfth of their leave in each month."

However I do agree with Savvy_Sue a grievance may not be in your best interest.

Thank you for your response,I have just received my wage slip for this month,it says at the bottom holiday accrued to date 132.00,I have worked 2 months and I get 54.00 per day so 54+54 = 108.00 so that's 2 days holiday, does that seem right

Assuming that you only get the minimum entitlement to holiday of 5.6 weeks ( including bank holidays) then after two months I would expect you to have accrued 2/12 of that or just under one week. As you work 4.5 hours a week for 5 days you have a 22.5 hour week so holiday accrued so far is 21 hours.

And note that chris is counting hours, but it looks as if you are counting £.

I am confused by this: your holiday accrued to date is 132 - and that is £132? Divide that by £54 (your daily rate) and you get 2.44. So I'd expect you to accrue that much holiday in one month, so I wonder if your February payslip shows you how much holiday you'd built up by the end of January? Which may make sense, because at the time they do the calculations you won't have worked a full month.

Have you been able to look back at your payslips for last year, to see if the figure increased each month, and what it shows when you took leave? In particular, I'd be interested to know what your December and January payslips said?

Exactly you can see how confused I am too,as I received my wage slip, yesterday for the month of February, when I did speak to my boss in December he said it's based on hours worked, yet the bottom of my wage slip the accrued bit is in £,which says 132.00,so like I said in the previous comment to you, that's 2 days holiday,so for example if I took them 2 days in march, then wanted say 5 days in April,I wouldn't be paid as I wouldn't of accrued enough holiday, and if its working out like 1 days annual leave per month,so if I took no time off,by Dec of this year,I'd of earned 12 days of annual leave, this does not make any sense,I have been in touch with acas and was told they will reach out to my employer, but he has no obligation to respond,so I am going to the highest people I can about work place issues, yet I'm being told this,All I am being told by employer it's worked on hours worked and very vague answers, that's why I have started the early concelation to get to the bottom of this,at this point it's not the money I am concerned about possibly getting back,it's understanding how, what and why it's being worked out like this, that's why I have come on this forum, but seems everyone in here too either can't give a definitive answer,

So the month of Feb,my most upto date current wage slip says holiday pay accrued this period 89.688 then next to it says holiday pay owed to date 132

Please note that this doesn’t necessarily mean you will be paid for the entire leave period, as it will
depend on how much holiday you have accrued until your departure date.
Calculating the remaining number of paid holiday days is up to you.
Your payslip displays the holiday amount accrued each month and the total holiday accrued until that
pay period. You should then multiply the hours worked per week by your hourly rate and divide the
total amount by the total holiday amount you have accrued until that pay period.
Here’s an example (this is NOT based on your real figures):
Hours worked per week (assuming a Mon-Fri role of 4 hours per day): 20
    Hourly rate: £13
Holiday accrued per month (excluding bank holidays): £86.67
Holiday accrued until this pay period: £260.00
How much do you earn per day: 4 hours x £13 = £52.00
    How many days of holiday do I currently have: £260 / £52 = 5
Please note that when booking the holiday in advance, it is also essential to consider future holiday
accumulation between the current pay period and the date you will commence your holiday.
Using the example above, if we book a holiday one month in advance, we should assume that since
we accrue £86.67 on a whole month of work, your holiday pot at the date of commencing your
    holiday will be £346.67 (£260+£86.67=£346.67).
Please let me know if you have done these calculations and still have questions.
This is an email I received as an example of how to work it out
