Have you checked with local council whether the place your vehicle was parked was not public highway. While it is open though, please do this because more people from Scotland should be replying. Keeper liability is coming your way in a year or so as part of the 2019 Act (giving effect to a new section in your Transport Act) and this Government actually proses to let PPCs carry on charging £170.
