PCN from CPM for no parking at any time near Glasgow Airport

Hi,
Recently waited about 20 minutes in a boxed junction near Glasgow Airport (on 8/2/25 at Marchburn Drive, PA3 2SJ) for a flight to arrive to try to avoid the high car park costs and received a PCN from UK Car Park Management.
If it's relevant, I didn't leave the car at any point, or see any signs about not parking there. I live in Scotland and the PCN is not from a Scottish company.
I've read through the Newbies thread and tried to find the landowner but the company listed on the land registry is in liquidation according to companies house, so I don't think that's an option for me.
I've previously successfully appealed a PCN at a car park, so I'd like to try that rather than waiting for all the threatening letters that I know will be coming now. But the standard response doesn't seem to apply as it's a "no parking at any time" PCN. I did search and found some similar issues with a suggestion of adding:
If the allegation involves "no parking at anytime" there is no offer to park for the general public so no contract was offered and a two bit parking company cannot force a charge under a non existent contract.
I've no idea from reading through various posts on the forum if that's genuine advice or tongue in cheek.
I also wanted to double check that none of the advice had changed for Scotland in terms of registered keeper liability as there are various conflicting posts regarding when the law change comes into effect.

No keeper lliability in Scotland yet, so no change up to now
Our advice is ignore the powerless parking company and the powerless debt collectors letters too
The new law will come into effect after the MHCLG sort out a code of practice and then when Holyrood decide on implementing the changes3 -

Not for cases in Scotland because IGNORE is currently recommended
Not appealing using the no keeper liability argument is far better than a known or admitted driver arguing about forbidding signage2 -

Read some Scotland Parking threads...COMPLETELY IGNORE CPM.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

One of these PCNs arrived through my letter box recently.Today a notice from Debt Recovery Plus was delivered.Bold letters "We are Debt Recovery Plus, we have been instructed to recover your debt"On the back they helpfully point out the liability of the charge in Scotland & NI "The driver of the vehicle at the time this charge was issued is responsible for payment of the charge...."As they do not know who the driver was they cannot decide that the registered keeper has any debt.As per the current advice - this is being ignored.Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid2
