Newcastle Airport UK parking patrol office pcn.

Hi.
I've just received a PCN a couple of days ago whilst at Newcastle Airport, the pcn was issued by UK parking patrol office it was issued on the 31st January 2025. My wife had taken me to work and dropped me off at the Skyway filling station at Newcastle Airport next to the car wash that day. She was there for less than 30 seconds and also the photos are very poor quality. I don't deny it was us, but the pcn was received on the 14th day and she thought that the forecourt of a petrol station was safe. My question is should I pay this and if I don't pay will the bylaw land me in court, the latter I cannot afford to happen due to jeopardising my job.

    The Skyway Filling Station is located within the boundaries of Newcastle International Airport. As such, it is subject to the airport's byelaws, which govern conduct and activities on airport premises. Therefore, there can be no Keeper liability because it is to relevant and for the purposes of PoFA.

    UKPPO have no idea who the driver is. The known Keeper is under no legal obligation to identify the unknown driver to an unregulated private firm. Simply appeal using the blue appeal template, or better still, use the following:

    I am the registered keeper. UKPPO cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, ULPPO will be well aware that they cannot use the PoFA provisions because Newcastle Airport is not 'relevant land'.

    If Newcastle Airport wanted to hold owners or keepers liable under Airport Bylaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because UKPPO is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for UKPPO's own profit (as opposed to a bylaws penalty that goes to the public purse) and UKPPO has relied on contract law allegations of breach against the driver only.

    The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NtK can only hold the driver liable. UKPPO have no hope should you ever try to litigate over this, so you are urged to save us both a complete waste of time and cancel the PCN.

    As UKPPO are IPC members, once they reject the appeal, there will be no point trying to appeal to the IAS and you may as well just weather the useless DRA letters that will follow and wait and see if/when they issue a Letter of Claim (LoC).

    Nothing will affect your job because we don't put people at risk of a CCJ.  A court claim (if they try it in the end) is easily defended, and isn't a CCJ.

    Anyone know whether  UKPPO still produce a “contract” with a dissolved company called Park & Fly Limited as authority to operate at Newcastle Airport these days ? I’ve not seen a court case involving these lot at the airport  for quite some time .

    Ive also received a PCN today from 27Feb. Similar situation, but stopped near the end of the of the filling station where there was no double lines. Wondering if the procedure would be the same as for the OP, or where I should pay the fee with discount?

    I've just ignored it as I've heard of numerous people that there appeal was rejected also I don't have the money to pay the fine, so I'm just going to wait it out and see what they do.

    So your recommendation is just ignore the letter?
