2+ years fine, Smart Parking/dcbl

Today I received the letter below from dcbl.
I moved house in November 2022 and did not update my V5C logbook for quite some time.
Having read through the threads I can see that usually speed is of the essence.
Given that 2 years has now passed what is my best option?
Do I go direct to Smart Parking and use the 'other' option in the appeal re a PCN?
I have no record of the initial times/photos/evidence etc. that may have been sent to the old address.

Ignore dcbl, as mentioned in post 4 in the newbies sticky thread in announcements near the top of the forum
Dont try any futile appeal either
Ensure that you email your correct address for the service of papers to the DPO at Smart Parking, checking that your V5c and your driving licence are also correct

Same advice as there. We don't need to see the letters that are already in NEWBIES PLEASE READ THESE FAQS FIRST, 4th post.
You can't appeal it now (too late, according to this broken industry) but it doesn't matter because you'll never pay it.
But obviously you can't yet ignore that because you are going to have to email their DPO (and Smart Parking's DPO) to tell them both to ERASE the old address.

Can you imagine a Smart Parking / DCB Legal court claim combo with the usual boilerplate PoC about the POFA?

It seems as though dcbl haven't shared the reference number with Smart Parking.
I'm just querying whether I should be facilitating any of this for SP or leave them to get the details from dcbl themselves.0
