What, exactly does "most vulnerable" customers mean ?
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

Think you need to ask the author of the document you are quoting (which looks like it might be quoting another document).1 -
In general vulnerable customers tend to be those who are elderly, in crisis for some reason (bereavement, health) or need assistance accessing IT. It may also include those who are homeless (whether by choice or not), those on benefits, or are in debt (possibly working with a debt agency of some sort).
