Putting aside the points on stopping in the box & way clear.

Given you could plainly see the signs before entering the box. Why did you enter & then stop, instead of stopping before entering?
Maybe you could, but the OP didn't. He said "As I was entering, I noticed the ROAD WORKS AHEAD sign which was at the end of the box junction".

And if he had seen the sign before the box, why would he stop before entering, instead of simply turning left?

The OP should have been able to see that sign well before they reached the yellow box ... if they didn't then it seems like they were focussed on something other than their driving - or they were driving without proper visual acuity. 🤷‍♀️

There is a difference between seeing a sign and  trying to read an unlit sign at night at distance.

All of that may be true, but so what?

There was nothing to prevent him stopping in the yellow box, and he has been penalised for an offence he didn't commit.

You have to worry about drivers eyesight then. When you look at the picture posted. Even as it was at night. But well light.
Given the box is around 3 car lengths. When eye test on driving test is a number plate @ 20 mtr or around 5 car lengths in daylight. These signs are far bigger...

Or if they did not notice them, then their attention must have been elsewhere given the size of the 2 signs 🤷‍♀️

True - but did you look at the photo posted in the OP? 🤦‍♀️

That's what I find bizarre, and I'm amazed that it seems to be a legal loophole as I'm pretty sure that wasn't what was intended by the legislation.

If the OP didn’t notice the signs

Why is the car half way across the road as if to drive by them ?
