Can I appeal for discounted price because letter took more than 2 weeks to arrive?

My I've got a parking charge notice and I do not think there is any way to get out of it. The problem is the letter date is 25th of December and I just got it yesterday! The "grace period" to pay is already past due! It means instead of £60 they ask me to pay £100 now. Can I appeal that letter took too long to arrive? I am not sure how to prove that?

You should show us redacted pictures of both sides of the letter, nobody can advise you without details, pictures are much better than hearsay
Redact the name and address, the reference number and the VRM details first, then post pictures2 -
It's unlikely that there is no 'way to get out of it'.
The vast majority of these PCNs are faulty in some way or another.
Let the experts on here give their opinion before parting with any cash.2 -

Thanks everyone. Maybe like you say it is not lost cause. I am attaching photos of pcn and as well some evidence photos they attached plus google maps like where it is. Maybe that helps someone if that can be appealed against.

Any appeal will be rejected by the parking company and also by the IAS
The issue date is a few days after the incident date, 2 days after ( who knew that they would be working on Xmas day ? Lol )
The postal delays are not their problem, its presumed to be delivered 2 business days later
Its either appeal and then ignore, or ignore
UK CPM have 6 years to decide if they want to sue you1 -

One valid option is: you can just ignore it. You need to read more UKCPM threads! This isn't a fine. Not sure why you were looking to pay a private parking invoice?
Nobody pays UKCPM here. If you try the 'ignore' stance then the only steps to take are:
- Tell them if you move house within 6 years.
- Ignore the tedious £160/£170 threatograms shown in pictures in the 4th post of the NEWBIES thread.
- Come back if you get a LBC as per the 2nd post of the NEWBIES thread. Probably from Gladstones, whose claims are badly pleaded. Search the forum and read a few cases as they are easy to beat by waiting for a claim form - it is easier than appealing!
There is no risk AT ALL in defending a court claim.
ALTERNATIVELY:
Appeal stating that you were not parked 'on a roadway'. The photos show the car on a corner tarmac drive next to the building and tucked in behind a wall. The actual roadway runs alongside but the car is beside and within two right angle walls which cannot possibly be evidence of 'a roadway'. That is the ONLY term on the sign.
Then repeat the same at IAS which is (in our very long experience) a non-impartial 'kangaroo court' which is why we DON'T suggest bothering as a first option.
But you can try if you fancy the laugh. And it occasionally makes UKCPM give up and not contest it.
Then if you lose, go back to ignore mode.
NO PAYING AT ALL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Try it and see, dont speculate, they dont tell us their processes, how would we know ? Its an unregulated industry

I should've read newbie post first.
I will choose the ignore option. I did not think these are invoices and not fines. I think it is way different if it comes from council.

Let us all feel sorry for the person who had to work on Xmas day to put this in an envelope & then walk it to the post box. Who do they think they are kidding.
