     As I didn't use a standard letter I wouldn't want them to find these posts and work out the tactics I'm using.  Is that draft good enough to send tomorrow?

    Yep do the below, timed to arrive on or the day before 21/2:
    send another 2nd class letter asking for VCS' evidence because this is too long ago to recall, you don't even recognise the location and want their photos to try to identify who may have been driving.

  • Hello All, I sent the second letter last week and already have a response.  From the documents they sent, it was sent to an address I wasn't living at, at the time, and it appears that the ticket had blown over so wasn't showing the details (which is probably why I got the charge).

    If I'd received the first letter at the time I'd have had proof of buying a ticket but of course I don't now as it has been such a long time.

    What do you suggest I do next?

    Was that address the address registered with the dvla at the time   ?  ( if it was then you cannot blame them or any other authorised party from obtaining it and using it,  many people dont update their data promptly   )

    Personally,  I would slowly reply,  asking one question each time,  also stating that it's clear that full payment was made at the time so de minimis applies,  etc

    Remember,  you are stalling for time,  to get past a deadline,  so keep stalling,  like coupon mad keeps telling you in her replies,  especially back on page 1

    You have to get past that july deadline,  so another 5 months

    Reply slowly (right at the end of the deadline they've given you) and quote the Oct 2024 Code of Practice clause that says debt recovery must be paused and a fresh PCN issued, where it is known that the consumer victim didn't get the PCN and so didn't have a chance to appeal.

    Doesn't matter that the PCN is from years ago, before the 2024 CoP.  The fact has only come to light NOW that the PCN was never received.
