    No template - but use the POPLA Assessor's wording back at them.

    and the added possibility that I will still end up having to foot 100 quid bill!
    ...eh?  Say what now? What makes you think that?  Nobody pays.

    It doesn't matter if you lose at POPLA.
    I thought that the charge was them 100 gbp if appeal unsuccessful.

    Its already a figure of £100, always was,  that PCN and Signage figure never changes. ! (. Most parking companies have charged £100 for over 12 years  )

    You need to read more threads and the latest posts in the POPLA DECISIONS sticky if you thought that a POPLA loss means you actually PAY!

    I don't understand. No action is needed if you lose at POPLA.  You WILL NOT be paying.

    What is your worry? CCJ? Costs?  Neither happens.  Court claim stage is easier than a POPLA appeal!

    No hearing. Case over. Pay nowt.

    So I have been reading lots of the appeals and am about to pull together a final document.
    As per earlier comments - I do not recall for certain whether any indication re driver identity was given when the initial on line appeal was placed.  I vaguely recall that there may have been a tick box asking in what capacity I was making the appeal.

    The NtK was issued outside the 14 day limit. 
    There does not appear to be any ref to PoFA.

    As I am uncertain, should I include the "template" paragraphs about the Ntk anyway or should I omit.

    As very helpfully suggested, I will make the focus of the appeal

    1. "No Parking" sign at entrance to location therefore contract not possible.
    2. inadequacy of Signage

    Will also include para's on 
    -Landowner Interest.
    -Images /evidence not compliant
    -ANPR accuracy
    -Evidence of period parked

    Re the land ownership (described as Access road to a Police Station) and recent planning application for railings there showed the marked area on a map and indicates (by check mark) that the ownership is neither private nor state but "mixed".  One of the possible owners (in this shared access road) is the Metropolitan Police.  Would this be considered as "relevant land"?  I have been advised (by the other organisation) that the ANPR cameras have been sited there at the request of the Police.

    Per planning application.......
    "XXX has obtained consent from both the Metropolitan Police and Waitrose for these improvement works. The land to which the works relate is not owned by XXX Ltd and comprises both adopted land (yellow) and unadopted land (blue)"

    The NtK is issued in respect of the "blue" - unadopted land.

    As you can't recall if you said who was driving, assume that you didn't. Nowt to lose.  

    Do the POPLA appeal as keeper and lead with the fact the NTK is non-POFA and explain to POPLA how (para 9(2)f warning omitted? Posted too late? Both?  I haven't checked).

    DO NOT PAY IF YOU LOSE AT POPLA.
