Hi.
Recently got PCN in an area where new parking regime introduced in area that appears as highway ( but apparently private land!).
Have read newbie thread and lots of issues that I can possibly pick up buy simplest is that " breach" date is given as 24/10/2024. The date of notice is 12/ 11/2024.
This is clearly more than 14 days so I am wondering whether 14 day rule is working days?
I have appealed on basis that evidence only shows entry and exit rather than a parked car and also about the signage- but not on dates.
Appeal denied and now I have Popla code.
Just wondering if now Appeal on date basis will be better way to go but wanted to check that the 14 days is not working days.

14 days is calendar days. But I belive that rule has been scrapped from law.

What law has changed Schedule 4 of the Protection of Freedoms Act 2012?
Are you saying that paras 9(4) and 9(5) of Sch4 of POFA are no longer applicable?
Hint: paragraph 9 of POFA has not been changed since the day it was made - in October 2012.2 -

It is next to a main line station and is used as a ( longstanding) drop off and collection point by everyone using station- as well as by supermarket customers. The congestion there is problematic particularly when drivers stop on top of the junction to drop off/ collect.
I have contacted supermarket and they say they can't help
I rang council to ask about this- they didn't know!
The signage was poor and lots of users caught out- it was picked up by local paper as an issue.
I did try to find out more about dates before initial appeal to Britannia but did not find this page in time!
The NtK shows 2 pictures of car entering and leaving unnamed non specific road area. There are no time stamps on photos.
I only have a couple of days left before it goes from 60 to 100- so wondering whether to appeal.

Signage at the entrance to the " private land" was poor- sited high up on a lamp post- not very well illuminated but obviously this is a subjective matter.
They say it is fine!
If driver has been identified is that a game over on all avenues?
Obviously the driver did not realise they were driving into private land... does it then negate the other issues
...Ntk shows still photos with no time or location details- only car and reg plate.
...Dates on NtK- > 14 days
....no " period" of parking given- only entry and exit times.
Britannia have responded to say that the area is a " no stopping area" but this is not stated on any of the signs in the area- at the time!0
