smart parking AGAIN

Dear MSE forum
I would like some information in how to proceed with a parking charge from smart parking for
overstaying permitted time.
Date of contravention 18th August 2024
Wendys , Kingswood retail park , HULL
Date issued 3rd September 2024
Date I received letter 13th September 2024
After reading this forum I appealed the letter straight away stating I wasn't driving {which is true}.
I have not named the driver.
I have been waiting weeks for a response and a popla code and have received nothing,
until today 15 November 2024 - A letter from Debt Recovery Plus wanting £170.
Could you please advise how to proceed.

Update.
Smart parking replied to my complaint today and have cancelled my parking charge.
It was due to a "technical error" that a response to my appeal was not sent.
