This is never going to happen, a council is an authority that issue parking fines under traffic orders, they cannot monitor private land in the same way, and they cannot do both it doesn't work that way.

Ipswich City Council do have an offshoot company called Ipserv that is a facilities company that also manages private parking, they are no better than any other PPC.

The whole sorry industry needs proper regulation to stop the lying, scamming and trapping of motorists with unfair terms and underhand tactics with a managed appeals system that works fairly. So long as the only revenue stream for a PPC is from PCN's they will continue to work every loophole they can.

We hope that change is around the corner.

Parking firms don't need banning. What needs to be banned is:

- ANPR & CCTV 24/7 used as a moneymaker

- VRM tablets at gyms/hotels/GP surgeries

- parking charges based on fixed time policies that breach the Equality Act

- The IAS
