If I was less of a believer in technology and reason, I'd be suggesting the PC is haunted.I eventually sorted the problem by using a rear USB socket that the drivers covered !!I used RUFUS to install Windows 10 pro on my old desktop which went straight on and also activated straight away

While reading through the saga I was going to suggest trying a different USB socket! (not much help now you found out by yourself, sorry I'm late to the party!)I had great trouble a couple of years ago with a brand name PC, either HP or Dell that refused to recognise the USB drive for a clean install unless it was in one of the 2 black USB 2 sockets at the back that you use for the keyboard & mouse, none of the blue USB3 or the front panel USB would work.Luckily it had a ps2 keyboard socket and I had a ps2 keyboard handy.I want to go back to The Olden Days, when every single thing that I can think of was better.....
