That's where a USB WIFI adapter comes in handy. The basic drivers built in to Win 10 work with them. The same applies to USB to ethernet adapters.
Use them all the time in work to pull down drivers after a build

if it's not clear to me exactly where you are getting stuck - are you seeing the desktop for example? if not how far does the installation get?

I have actually got to the end of the installation - win 7 pro -  but it is lacking certain vital drivers etc
Rufus won't work - no USB drivers and no way to get them installed !!
    GRRRRR!

Something like https://www.amazon.co.uk/AmazonBasics-USB-Ethernet-Network-Adapter/dp/B00M77HLII might be of interest and will aid in solving your complaint.

Or perhaps it might have been more prudent to actually download the drivers you need in the first place.  You obviously have internet access on a second device.

But USB does not work - it needs drivers and even if I can find the correct drivers using my Laptop - how do I transfer them to the Desktop ?
No network access or USB access from the desktop
My only option is using a burnt CD/DVD - But my laptop has no CD/DVD

Then you're doing something wrong, because any version of Windows from 98SE onwards supports USB 2 out of the box, and Windows 8 and later 10 has USB 3 support out of the box as well.
And it will talk to USB sticks/pen drives as well, so beg/borrow/buy/obtain a USB CD drive and you can copy the files to a pen stick

I've a USB->LAN adaptor that's much older than the one I linked to, and I got it working in Windows 10 without any issues whatsoever.

What laptop is this exactly?  Model number?

I agree with the above. I undrstand how frustrating it must be especially as you have done the identical SSD upgrade nany a time before.
I would also suggest doing something 'wrong' is  a possibility but cannot think what that might be. Some suggestion below that may or may not be useful.....
It would maybe have been useful to know what your hardware is to think of possibilities.

Is this  good summary of where you are at present....
Brand new SSD portioned as one.
New Win 10 pro installed on SSD but driver for USB not located and driver for Network  comms not installed either limiting comms possibilities. (Maybe adding  the hardware specs will help others to advise).

Is it an old PC such that new driver do not works? Have you looked in driver manager on the new install to get status? Have you got space to install the original disc as well as the SSD. (more hardware info ). If so set as C Boot drive ensure PC the works and download the missing USB and comns drivers onto the SSD. They should then be able to be located when booting from the SSD.
Odd that Windows cannot load drivers by itself but drivers should be available elsewhere.
Whilst you are at it maybe download the  win 10 iso to SSD too whilst running nine off the old drive?

I recently had a PC that the comms 'failed on. All reports I tried gave the impression there was no hardware(!!) or no driver and it as resolved inadvertently by adding a new local user as administrator then all reappeared and the original user was found to have corruptions. All a  bit odd.

If the above does not work ( but windows still works with the old drive) how about wiping the new SSD and cloning the hard drive or doing a fresh install to the SSD from the downloaded ISO  or using the SSD drive makers software or Acronis etc to get it up and running. At least you should then have the working drivers copied over too?

It confuses me because seemingly a boot USB installer of Windows 10 works, successfully installs and then moans that USB drivers are missing?

    Unless I've missed something.

I'm wondering if Windows is being installed onto the actual USB stick with the installer on, which is why it goes boom when unplugged.

You can run Windows 10/11 from USB though you have to prep the stick yourself, but the OP has suggested they can get to a desktop but have no USB support, which would be pretty much impossible if it was running from USB in the first place, otherwise how did it boot? ;)

I don't believe its possible to install it to a USB stick from the default Windows installer.
I would presume the OP has managed to get it on an internal SSD.

There is so much mystery here! If I was less of a believer in technology and reason, I'd be suggesting the PC is haunted.

I eventually sorted the problem by using a rear USB socket that the drivers covered !!
I used RUFUS to install Windows 10 pro on my old desktop which went straight on and also activated straight away
