DCBL £170 Notice of Debt Recovery

Hi all,
Having read this forum for a good part of an hour, I know there is a general hatred for topics that have come up before. However, I am very unwell, so my comprehension abilities are significantly reduced compared to most, and am hoping someone will be kind enough to lay things out as plainly as possible for me.
I received a "Notice of Debt Recovery" from Direct Collection Bailiffs Ltd on behalf of Britannia Parking Group for "Failed to Validate Stay or Make A Valid Payment".
The date of contravention is in early August, the day before I moved house. I handed the keys to the old property back 2 days after the date of contravention, and from then on was no longer able to receive mail from the address, as I had no access to the property.
As such, I have received no PCN, no Notice to Keeper/Owner/Driver/etc, or any other correspondence until today. I do not recognise the debt.
I updated most addresses, including the electoral roll, but had no idea I needed to update the address on my logbook. My driver's licence displays my family home (which has also not received any correspondence).
It seems that my first cause of action needs to be to email the data protection officers of both DCB Ltd and Britannia, asking they erase the previous address. Is there a template for such an email? I can't find one.
From then on, what is likely to happen? What are the steps? The sentiment seems to be that DCB gives up very easily these days. Is there a difference between whether the alleged contravention occurred or not?
If someone could lay these steps out for me in a list or similar, I would really appreciate it. I've found it very difficult to dig through the myriad of forum posts today.

This was not a retail location, but an entertainment location.0

The entertainment company rent the space, so the landowner of the car park is the landlord of the venue. I likely would be unable to go through the entertainment company then.0

No templates, but wording has been quoted before on here about a Data Rectification Notice and must erase the old address, email to the DPO at the parking company and DCBL
Updating the V5c promptly is a legal requirement, so do so if not done already, same thing with your driving licence
Mail redirection would have been a good idea too
Plan A is Always the best option, getting the landowner to cancel the PCN
DCBL are mere debt collectors, doesn't matter if they give up or not, they are powerless and irrelevant
Its Britannia parking and DCB Legal or any other legal firm of theirs you need to deal with, not the debt collectors
Britannia parking wont be giving up, so eventually you will probably receive a Letter of Claim followed by a court claim, within the next 6 years
Doesn't matter what the alleged breach was, the game has started and is in progress, you have been picked to play, so are on the field, the final whistle is a long way off

Correct, send a Data Rectification Notice to the DPO of the parking company advising them of your new address for service and requiring them to erase your old data and advise all and any of their sub-contractors and agents of same. Also update your V5C (which can be done online). Ignore debt collectors, see NEWBIE sticky. If you didn't receive the original PCN you cannot appeal, just wait for letter of claim or N1 claim form and come back here.1

Ok I have updated V5C address.
I have written an email asking them to erase any addresses of service that don’t match an accurate one that i’ve provided. i’ve offered them a new address.
ive cited UK GDPR, my right to rectification and their right to maintain accuracy of data.
Is this ok? By mentioning UK GDPR’s 1-month limit, would I be giving them more time?
Debt collectors will be ignored.
Doesn’t look like landowner will be able to cancel the PCN as I’m unsure I can have proof that I am not liable.0 -
If the nominal amount of money isn’t too burdensome to me - how bad would be paying it off be? considering how stressful i’ve found this so far, and i expect the numbers in the letters to only go up.
is there any way of lowering the charge and just firming it?0 -

It would be terrible if you paid. People who do that "paying to make it go away" are funding and sponsoring a scam. Don't be that person and don't worry about it. You can do this. Come back if you get a solicitors' LBC or court claim form.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
