Do I have a leg to stand on when not registered keeper?

Recently received a PCN £100 at the MK Don's stadium. The parking charges are new there, they came into force in August and isn't clearly signed. I was in the car park for 20 minutes, 8 mins was just queuing trying to exit, there was that much traffic.
I've appealed using the generic template, but completely forgot I'm not the registered owner (I know this is very bad of me), it's a lease company vehicle and I'm classed as the "Owner".
They ignored my request for VRN's, land owner details and grace period information:
"We are unable to provide a response to this appeal as you haven't provided us with a valid name, surname and address. Without it we are unable to proceed with the appeal and the charge will be reverted to the leasing company (Registered keeper)."
Is this correct that they can't provide this information without a valid name?
My company will provide them all those details if they ask for it and will charge £50 admin for the hassle. I've done a lot of reading/searching and cant find much information when you're not the registered keeper. Any help is greatly appreciated.

If it is a leased vehicle, you are the Hirer. The PCN went to the lease company as a Notice to Keeper (NtK). They transfer liability to you the hirer and send you a copy of the NtK. You can't appeal it until the PPC send you a Notice to Hirer (NtH).
Unless you are purchasing the car on a Salary Sacrifice Scheme. If it is with Tusker, then you are screwed as they will have messed the whole process up.
So, what exactly have you received that is addressed to you personally?3 -
It's not with Tusker, it's the companies own version of a car scheme, I'm not purchasing the car.
I received a copy of the PCN saying I need to pay it or appeal but they will transfer details to myself. The fine is under BPA if that was what you're asking for?
Thanks for your reply.0 -
Use the newbies for hirer appeal

Then wait for an NTH PCN to arrive in the post directly from the actual parking company, then appeal as hirerNoNotAgainMr said:It's not with Tusker, it's the companies own version of a car scheme, I'm not purchasing the car.

Most people with similar cases who come here always want to appeal the copy of the NTK PCN letter that was addressed to a company ( not themselves. ) this is a heads up for the hirer, but requires no action from the Hirer, no jumping the gun
Action is taken when the NtH arrives, with the hirers details on it1 -

This template seems good for this scenario - is there any harm in telling them my name and address now that I'm not the keeper?

I would like to take the lease company out of the loop to avoid the £50 admin charge, but obviously don't want to dig myself in a bigger hole.0 -
Have you had the notice in the post
Yes of course you give them your name and address
Why wouldn't you2 -
No notice in the post, just the PCN forwarded on from the lease company.Grizebeck said:Have you had the notice in the post

Most posts/comments in the newbie thread imply we should not provide a name and address.0 -
No there Newbie thread does not say that. You need to wait for liability to be transfered to you

No it absolutely doesn't!NoNotAgainMr said:

Of course the appellant gives their name and address. I don't understand why you didn't.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just inform the lease company that they must use the tear-off slip on the bottom of the NtK to transfer liability to you as hirer NOT driver (they don't know who was driving) and be on warning that they must NOT pay the charge!NoNotAgainMr said:I would like to take the lease company out of the loop to avoid the £50 admin charge, but obviously don't want to dig myself in a bigger hole.2
