I was a few minutes early.
Sounds like the consensus is that I pay the pcn as I cannot claim that I didn't enter the zone despite it only being for a few metres.

Appears a lot of council workers are on this site....

What's a few minutes? Within a reasonable margin of error compared to a miscalibrated clock?

Sadly they'll claim you had reasonable opportunity to check the time before entering the zone, assuming it's well enough marked.

Ours have orange flashing lights when the zone is in operation, a lot more sensible

It’s getting to be horrible driving now. Cameras everywhere, bus lanes, different speed limits on the same road with average speed cameras and now school restricted zones which I’ve never heard of.
    It’s getting too stressful!
It's almost as if local authorities would rather you took public transport in cities instead of driving, hence prioritising others over cars.

    Who knew?
But the bus companies didn't seem to want to encourage people to use buses. 15 years ago, there was a bus every 10 minutes into town and back again. Then it went to every 12 minutes, then every 15 minutes, then every 20 minutes. Now it's every 30 minutes
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

Lucky you. I would love two have an every 30 minutes bus service!
    Try 6/day between limited times.

Move to a suburban area where thousands of people live and you can have one

    Cameras can be ignored
Bus lanes are clearly marked with when they apply and who can use them
Variable speed limits are not new and if you know the highway code, you will be fine (limits start when you pass the sign, you don't get grace to speed up or slow down when you see them
    School restrictions are signed

If you are struggling with noticing signs and such, it may be worth refresher lessons or even giving up driving

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

The problem with running the buses as a business through a third party operator, vs local authorities running them as a service, rather than worrying about making a profit, coupled with an ongoing treatment of driving as the only means to get around possible.

It's a bit chicken and egg. Bus operators can't afford to run a bus every 10 minutes if there aren't enough passengers, but the less convenient or more expensive a bus becomes the less passengers it gets.
