Parking on a white line?

The keeper has received this letter today. It seems to imply a previous letter has been sent but the keeper has never received one. It would seem from the picture that they are invoicing for being on the white line. Can they do that?(Image removed by Forum Team)

    Yes they can do that, its currently an unregulated industry, the signs will tell the driver the terms and conditions for parking correctly, park wholly within the bay, no parking over white lines, staying between them

    Yes but that answer sounds like the person should pay, which isn't what we advise. Don't want to see any newbie pay!

    As the NTK you didn't get was only issued on 2nd Sept you can of course still appeal it this weekend.  You can also log in to see the pictures online.  Use the template appeal and add that no PCN of NTK was ever issued and you will be complaining to the BPA that Premier Park has gone straight to a hybrid pseudo-reminder threat instead of the letters required in clause 24.4 of the Code of Practice.

    The OP also needs to try Plan A next week but get the appeal in by tomorrow or Monday (day 28) then try PLAN A.

    It is quite clear why you have been invoiced.
    The second page states...

    You now need to ask yourself why you didn't receive the original Notice to Keeper.
    Are the keeper's address details on the vehicle's Registration Document(V5c) up to date, or perhaps more importantly, were they up to date in early September?

    At no time did I tell or infer that the OP should pay. ! Nobody should be looking for what isn't there

    I believe in answering the question, telling it as it is , which I have always done throughout my life 

    Had they mentioned paying I would advise them against it, but they didn't ask that particular question so I didn't advise anything .  I leave the inferring to parking companies and sc#m like the bottom feeding lawyers 

    The question was can they invoice for a vehicle being on the white line, answer is yes, happens all the time 

    Should I pay  ?  Is a completely different question, one that wasn't asked , so I decided to await further questions once the OP was aware of the answer to the original question 

    Enlightenment comes to every newbie once they learn the nature of the beast , even those with over 2000 posts on MSE

    ...but leaving the way forward unsaid has (several times on this board - not from your posts, sometimes after mine) caused newbies to jump to the wrong conclusion that they are being told the PCN is valid. Then they go 'oh, so I have to pay it then...'

    @flyer I signposted you to where the template appeal is.  Re-read my final paragraph. No link needed or given. We don't do that for Announcement threads but my signature explains how to navigate.

    In which case my reply would be 

    No you don't have to pay it, unless a judge says so 

    We can't be responsible for the foolish or naive assumptions that they make, we can only address their posts and try to stop spontaneous self combustion , but writing war and peace often doesn't help either 

    Most newbies find the newbies thread difficult or laborious, we know that it has to be, many don't even read the announcements. They don't even read signatures 

    Let me be quite clear, I or we don't believe in paying private parking companies , not after over a decade fighting them

    It does seem strange though that the 'Final Chance Before Action' is addressed 'To Whom It May Concern'.
    @flyer, are you, as an individual, the Registered Keeper or is a company involved?
