We have Virgin cable and look similar. I've never seen it in any conduit, it normally just connects up to the hole in the pavement, through the wall, and then along the ground. Ours runs along under a hedge before going under the brick paving and into the house. You could just get some clips to clip it to the side of the raised area so it's out of the way.1

I am 100% certain it is Virgin coax and phone cables in the figure of 8 format they use.
Lazy installers just run it from a pavement box along any old bit of ground to the box on the house wall.
If you have services from Virgin do not cut it!! Rather call them to do the job properly --- or you can clip of tie it along the current route yourself?1 -
