Request advice on roof repair please

    Please do ask a recommended pro roofer in the 'hood to have a gander when they are passing - this shouldn't cost you anything, and will put your mind at rest. 
    That's the only way you'll know for sure.
    They'll be able to tell you if the tiles are somehow inadequate - missing, broken, not replaced - and also be able to confirm that what this guy did was push up tiles in order to 'find' the felt issue.
    You know where the guy positioned his ladder, so can direct the proper roofer to that point. I'd explain what went on, and get his take on it.
    He may even push up the tiles himself for a gander, and may even be able to tell if the exposed felt edges look recently torn.
    And finally, he'll be able to give you quotes for any work that may need doing. For instance, tho' the roof should be perfectly fine if the tiles are all intact and in place, he could offer - if you wanted - to patch the torn felt. That's as simple as slide/remove some tiles, trim the existing damaged felt, and slip a new piece under it.
    That sort of stuff.
    However, if you noticed - when in the loft - that the whole roof felt is in very poor condition, then frankly no point patching this wee bit!
    Please do arrange for an inspection - you have nothing to lose but your worry.
    And, as others have said, ignore the other guy - do not allow him back on your property. Even in the remote chance he is bona fide, it is simply not the way to have roofing work done. To sort a roof requires a roofer, with a solid local reputation, and full insurance.
    If he asks again, just 'thank' him for his concern, but tell him a friend/neighbour/family member has recommended a roofer to you, and that's the way you are going. Repeat ad nauseam. If you can, have some means of recording the exchange - your phone sitting in your pocket, for instance.

    As already discussed above, the OP has recently had a surveyor round with a drone (or a camera on a pole, at least).
