The CAA only take enforcement action against airlines where non-compliance is widespread, and even then won't order compensation to be paid to individual passengers.
The only time it's really worth bothering to approach the CAA is where there is no available ADR provider. CEDR will give you a decision binding on the airline, the CAA won't1
