Are these deadlines/statutes correct?

Confused. The CAA website states the following, so surely non-compliance with UK261 would mean I can approach them?

"Consumer enforcement The CAA can take action against businesses that violate consumer law or passenger rights legislation. The CAA can seek undertakings from businesses to comply with the law, and if they don't, the CAA can request an Enforcement Order from the court. "

You can approach them, but the CAA are not compelled to instruct or enforce airlines paying compensation under UK261/EU261, as per Ruijssenaars v Staatssecretaris van Infrastructuur en Milieu.

The CAA only take enforcement action against airlines where non-compliance is widespread, and even then won't order compensation to be paid to individual passengers.

The only time it's really worth bothering to approach the CAA is where there is no available ADR provider. CEDR will give you a decision binding on the airline, the CAA won't

So quick question - I had return flights booked with a Chinese airline - London to Asia. Cancelled a few days before by them, didn't offer any options for a new flight. I then had to book my own last minute...they refunded, without my asking. 

Can I now claim for the difference in cost of the new flights? Under UK261? I understand that receiving a refund does not mean the airline are not on the hook for the price difference of the new flights?

This thread is quite difficult to follow.

There is a bag loss some time in the past two years.

There is a BA flight from Switzerland to UK (?) for which the OP's solution was a three-day detour via Madrid to overcome disruption.

There is a flight from London to Asia with a Chinese airline which was cancelled (and refunded) a few days before travel.

Are these events all linked?

Perhaps the OP could set out clearly which specific flights were involved and the events that occurred so that more complete comments can be provided.

In theory, yes.  When flights are cancelled EC261 states it is the passenger choice of reimbursement or re-routing.  Did you get in touch with the airline at the time and if so what did they say?

If they've just refunded then you should be able to claim the difference between the refund and the replacement flight costs.  May be easier said than done with a Chinese airline.
