The CAA only take enforcement action against airlines where non-compliance is widespread, and even then won't order compensation to be paid to individual passengers.
The only time it's really worth bothering to approach the CAA is where there is no available ADR provider. CEDR will give you a decision binding on the airline, the CAA won't1 -
So quick question - I had return flights booked with a Chinese airline - London to Asia. Cancelled a few days before by them, didn't offer any options for a new flight. I then had to book my own last minute...they refunded, without my asking.Can I now claim for the difference in cost of the new flights? Under UK261? I understand that receiving a refund does not mean the airline are not on the hook for the price difference of the new flights?0

This thread is quite difficult to follow.
There is a bag loss some time in the past two years.
There is a BA flight from Switzerland to UK (?) for which the OP's solution was a three-day detour via Madrid to overcome disruption.
There is a flight from London to Asia with a Chinese airline which was cancelled (and refunded) a few days before travel.
Are these events all linked?
Perhaps the OP could set out clearly which specific flights were involved and the events that occurred so that more complete comments can be provided.

If they've just refunded then you should be able to claim the difference between the refund and the replacement flight costs. May be easier said than done with a Chinese airline.1
