CEL in-house court claim defence

Hi,
apologies if I have missed the situation like mine in the threads but I tried looking and cant find anything similar

I received a PCN by Civil Enforcement on 21st July 24 reason given on PCN
’payment not made in accordance with terms displayed on signage’

Backgroud:
It was hotel car park

I entered car park at 2:07 am

Bought ticket at 2:20 am (valid until 3:20 am)

Left car park at 2:26 am

I got PCN in post which I challenged mentioning I bought the ticket at this time but appeal was rejected reason for that is 

‘signs in above car park clearly advise payment for parking must be made within 10 minutes of arrival and on this you failed to do so’

now giving me option to appeal to Popla
so asking should I appeal or ignore and wait for it to be escalated or to pay and get it done with.

    Complain to the landowner. They can cancel it.

    Ridiculous isn't it?
    No one was out of pocket, the PPC have made themselves out of pocket by sending a charge for a made up rule that has no real merit other than to make an excuse for a charge.

  • The "we've got the motorists back" DVLA made another £2.50 to add to the £millions they receive annually to facilitate the private parking companies well known scams (Hansard).

    Breach not pleaded 

    Login to your government gateway account and complete the AOS online on MCOL first,  after reading post 2 in the newbies sticky thread in announcements,  plus read the first 2 posts in the defence template thread too

    Study how they changed the claim form picture once they correctly redacted it

    With an issue date of 09/01/26 and providing you complete(d) the AoS after 14/01/26 and before or on 28/01/26 your defence deadline date is 4.00 p.m. on 11/02/26

    Just use the CEL claim special para 3 for claims with no breach pleaded, as linked (twice) in the Template Defence thread.

    No further advice will be needed until you get a hearing date in the Summer and you don't write anything yourself in the defence.

    Do not show us the Chan & Akande defence here as we don't need to check it... please spare us! Just go and use it.

    Then follow the 8 steps. All is covered.
