Got the letter here it says it’s a duty and tax invoice at the top with an invoice showing the 2 bags at £11.96 totalling 23.92 then a subtotal of £35.58
The rules for goods ordered from a retailer depend on whether or not the goods are:
worth £135 or less, and
not alcohol, tobacco or perfume.
If they are, then no customs or excise duty will be payable. VAT will
be payable, but it is the responsibility of the foreign retailer to
register for VAT with HMRC and charge its UK customers VAT as part of
the purchase price (just as if a UK retailer were selling to them). The
UK purchaser should not have to do anything when the goods arrive in the
UK.
I'd tell FedEx the charge is incorrect and shouldn't exist. Even if they're trying to say it's a VAT charge that doesn't look right. I've long had concerns about import charges levied by couriers, they can seem to be able to charge anything they like to someone who's had no say in which courier was chosen for the job.
