    That is can OP's mum be the 'owner' of the SIM, but the OP does the topping up if mum doesn't feel upto navigating the topup technology?
    I have topped up payg sims online for my kids - all that I needed was the phone number

    The Asda one works for me, it
    was a bit of work to set it up, but £5 a month, regular these days. I think it can be £4 if you don't use any data.

    Just remember that many PAYG sims want you to get a 'bundle' which will maybe only last a month.
    Make sure you don't get that!

    I wouldn’t bother with the Vodafone £10 thing. Bundles on the website seem to include data, And she can do better with phone and text only.
    Just take the Vodafone sim out and replace it with one that better suits her needs. 
    Check that it is unlocked first, though.  Some of the cheap deals that come with the credit are locked to that network so she might be better paying a little bit more for one that is definitely unlocked.

    Argos do the unlocked one for 19.99

    Nokia phone from £24.99

    I use their sim only deal at £5.00 per month unlimited calls and text 3G data 

    Works on Vodafone network, wifi calling and never had an issue in 18 months 

    No increase in price either

    You used to be able to buy them in store but I’ve not checked lately. If you order online, they come pretty quickly anyway. 
    You don’t need an Asda account just to get the SIM.

    Unless money is tight and/or your or your mother have set your heart on a Nokia I suggest perhaps you look at the Doro range - for example here

    They're designed to be easy to use for those perhaps less mobile-savvy or with poor eyesight, and come with an emergency  button on the back that can be programmed to call up to three numbers automatically when pressed.

    Thats depends entirely how much the phone is to be used and what the phone is to be used for. Don’t assume because it’s an older person that they will only make an occasional call or text. 

    You’ve also ignored the longer bundles available from providers like RWG where you can pay £30 to £40 pounds for a years service.
