    I hadn’t looked at it that way but yes that is probably a valid point for not having warning signs. 
    On the flip side though surely if there were warning signs it should act as a deterrent? 
    Just like the caution wet floor signs around poolside to deter people from running and or slipping.
    I don't think it does.

    Presumably the fact there was no protection means that it's not happened a lot.
    Three days after they covered the brackets with foam insulation and duct tape. So if there was no issue there would be no need to put protective covers on the metal bracket.
     It’s a little bit like when you have scaffolding on a street. The exposed metal is covered with foam to prevent injury. 
    They reacted with protection when you had an incident. So presumably if there had been an incident previously, there would already have been protection on it. So you were the first to have an incident with it.
