    Sorry the above reply by @Gr1pr actually correct
    You just appeal it in your own name identifying yourself as the driver 
    Liability is then transfered on appeal
    Cut out the unneeded step
    A lot of regular posters on here for some reason don't understand that an appeal by someone who identifies themselves as the driver is enough for POFA and thus liability transfers at that time 
    Not sure why it's a difficult concept

    Even though the letter says the appeal time is closed? I thought transferring liability and receiving a new PCN might have extended that? Lord my brain is fried.

    If that's the case then you can't appeal but you can try and do a liability transfer through the post or email appeals@ncp.co uk

    The concept was never disputed, I did not believe that the driver could appeal the original PCN, so as NCP cannot refuse the transfer of liability from keeper to driver it opens the pathway so that the driver can appeal and complain, keeping the disabled person out of it completely, belt and braces, as seen in other threads on here

    Sometimes following tried and tested systems avoids the problems of concepts etc , a relative of mine had a problem with NCP over a supposed app error and it was resolved by naming the driver and the driver disputing the PCN in their own name, with proof of payment, the PCN was cancelled. Hence my interest in this case

    The advice has always been that the keeper should name the driver, to get out from under any consequences, meaning that once the driver gets the PCN in their own name they can deal with it and the parking company won't be bothering the keeper , been a mantra on here for over a decade, where it is required or desired , but only if it needs to be done, otherwise its no blabbing about who was driving, so the latter in over 95% of cases

    I was brought up on following procedures, which tends to work, so I won't be changing my advice just because someone else disagrees or wishes to pour scorn on replies by unpaid volunteers who mean well

    I hope that the OP follows my logic and does what I said all along, I have helped people in this way and will continue to do so,the OP can make up there own mind, possibly based on who was assisting them all the way through today's saga

    I did have a simple template bookmarked but haven't managed to find it yet

    I have appreciated all the help today, thank you. I’ve just managed to send the transfer of liability request through their website. Pieced it together with a few different templates I found. So now just await their response. Thanks again!

    Excellent, come back here to this thread when you receive the postal PCN notice In your own name, because you can definitely deal with that one and mum can rest easy . The advice by Johnersh 2 years ago came in very useful and at just the right time, same as the other links I provided above. But after 2 years the memories are fading on my saga 

    Meanwhile, check the NCP app and try to obtain screenshots or take a picture on a mobile phone or similar, plus obtain bank statements etc proving that NCP received the money and the reference number 

    I can assure you that app problems and computer system payments have had issues for the last few years at NCP 

    My relative was the driver and paid the following day. ( So within 24 hours allowed ( , but they said it wasn't paid at all. ) , the keeper got nowhere so I advised them to name the driver, once it was rejected the driver escalated to his current employer. ( Dont ask because I cannot elaborate on that aspect. ) with the actual proof, a high level complaint went in and lo and behold a technical error was admitted by NCP head office and the PCN was cancelled, but no apology 

    It then was put onto NCP auto-pay and that kept failing too, but was eventually resolved through a second employer complaint to NCP head office. ( The RK wasn't happy at receiving more PCNs but the driver wasn't named due to the second employer complaint succeeding too  )

    Ncp have a lot to answer for with their payment app and with auto-pay too, not reliable at all 

    So your thread piqued my interest because I also have had dealings with the Motability side, blue badges, NCP  etc, so I felt that I could hopefully assist you with this NCP case for various private reasons 

    If anything else comes through, from anywhere, you should now know a lot more about the topics of Motability, keeper liability, driver liability and study what needs to be done and when. You can chuck the Equality Act 2010 into the mix as well, reasonable adjustment once the facts are known and due to full payment they suffered no loss 

    So obtain the proof to stick one up them after the postal notice arrives, hopefully your eventually appeal with proof will be successful, like in my relative's cases
