NCP parking charge help

Apologies, if I’m posting something with a clear cut answer from the Newbies thread. I’ve been reading through and to be honest just got a little overwhelmed.

I received a letter from NCP about an outstanding parking charge. This is apparently their 2nd letter sent to me although I never received the first, the time for appeals with them has passed and the charge increased.
I parked in NCP Manchester Palace back in May. We stayed just under 24 hours. On the drive home my passenger paid for the parking online through their website. She still has the confirmation in her banking app to show the paid amount to NCP on the date. It was never declined. However never received an email to confirm. She’s requested a receipt on their website and has yet to hear back. The letter was sent to the keeper of the car which is not myself, this is a motorbility car.
Any help would be greatly appreciated please.

Read the newbies sticky thread in announcements first
Check if the NTK PCN letter complies with POFA
Check the reason that it was issued
Double check if that payment went through to NCP, with proof

You say that you received a letter but you are not the keeper and that the keeper is Motability! I think you need to unpack that.0

The owner and lease company are Motability, they retain control of the vehicle ownership and paperwork
The V5c is held by Motability but the lessee is the listed Registered Keeper, so that person is the keeper, and MAY be the driver, they give up the PiP in return for the vehicle
So the keeper is definitely not Motability0 -
Poor wording on my part. The car is motorbility in my mums name. They’ve named her in the letter as company secretary. I’m one of two registered to drive the car for her.0

They always seem to add that phrase, but the NTK PCN letter is a notice to keeper and probably says so in several places, it's a parking charge notice, an invoice
The keeper should study what I said earlier and answer all of it
At the moment its irrelevant who was driving, the letter doesn't have any drivers details on it, just the details of the person who gave up their PiP in return for the lease of the vehicle

So at the moment mums name is in the frame ( I presume that you don't have lasting power of attorney etc. ? )0 -
Okay my bad, as the main driver for the car I said me. But yes in mums name. I don’t have power of attorney no.I’ve tried my best to understand what POFA is. They don’t mention it in this letter and the letter was received 2 months after the date of parking.
The charge is parking without payment. The only confirmation I have so far is online banking showing the £23 going to NCP on this day. They still haven’t replied to the request for the receipt on their site.The first letter was never received, so this 2nd letter says the time for appeal has passed.0 -
Post a redacted picture of the PCN, both sides, even if its the reminder ( the reminder wont mention POFA, hence why ideally we would want to see redacted pictures of both sides of the missing PCN letter. )
POFA 2012 is the law by which NCP may be able to transfer liability from the driver to the keeper, so it may have been included in the original letter
Going forward, if you wish to deal with this, you would get MUM as registered keeper to give NCP your name and address as the driver, so you can contest it yourself. ( But POFA protections are of no use to the driver. ) she can do this in order to use POFA to protect herself, by dobbing you in it. ! This can be done anytime up until a court claim is issued, so think carefully about the ramifications to each of you ! Pros and cons
The back of the PCN usually mentions naming the driver
In future please stick to the facts, which should have stated that the registered keeper received some NCP letters and that the driver is helping mum ( the RK. ) to deal with the matter ( the actual truth, without naming names. )
The charge hasnt increased, its probably £100 from the get go, that is the typical figure , the website is below

I know that it sounds like a lecture but establishing actual facts, without assumptions or errors, helps you to obtain the proper advice

I probably would prefer to fess up to being the driver and take this on myself. I wouldn’t want anything to go against my mum. Sorry for not being clear to begin with on the keeper/driver. I do really appreciate your help.How would you recommend I respond to them myself? Would a bank statement with payment and date be enough for them? I highly doubt that they will actually reply with a receipt for this. And if the deadline for appeals is up would they just ignore me now?0

You cannot respond because its not in your own name and you do not have a Lpa In place
Please confirm that you understand the concept, that you cannot take over someone else's legal and financial and tax affairs etc, without permissions or official documents in place
Mum responds as RK, giving them details of the driver, name and address, PCN reference etc, citing POFA 2012, where a keeper can name the driver. ( Assuming that you are happy for her to do so. ? ). You can assist her, you can look for the simple transfer of liability template etc, you get her to submit it to NCP using here details, giving you up as the driver, job done you will then get a PCN in the post with your name and address on it
Once it's in YOUR name, YOU can then appeal it with proof of payment and NCP app screenshot and reference etc

I understand. I am discussing this with the keeper. As she is disabled and unable to do so, I will be writing her response for her. When I find this template… and then will include naming myself as the driver to allow me to appeal this myself. Sorry trying to get my little brain round this while trying not to freak has been fun. Thank you again.1
