    2) Check leases if there's any restriction on using visitors spaces (eg frequency, none of the residents' cars, etc). If so, politely go over and ask them to please park in their spaces first. If they push back, then say "we all have to according to this". Worst case, ask the management co to enforce the lease. 

    3) Park in the visitors spaces yourself if you get in before the neighbours. 
    The spaces are clearly identified in the development plan and neighbours are aware of which spaces they are allocated. I have yet to check deeds for restrictions. Thanks for your advice , I need to weigh up how much this irritates me vs a potentially difficult relationship with neighbours that could escalate into a tit for tat squabble over the little things in life.

    Don't do anything until the new signs are put up - you'll then see just how much of an entitled dullard you are dealing with.
    Hopefully he'll have enough self-awareness to realise how unacceptably blatant continuing a breach would be. And there's always the chance he currently doesn't know what the correct allocation is.
    But anyone who continues to park in a marked 'vis' when their own numbered space is free, is a major 'ole.
    Just try and run through your own mind what their 'thought' process must be.
    Yup - staggering, innit?
    So, if he does, then understand what you are dealing with - and simply report to the ManCo. This should be a doddle for them to sort.
    Do your bit by giving them the evidence - surreptitiously, over a number of days, take photos showing their car, and - if necessary - that if their empty spaces. Then either post or email using a secondary email addy.

    You say they park in visitor spaces and leave their allocated space empty is this correct? Then when you have visitors, tell them to park in the neighbour's allocated spot, knock on the door and say "Just using your space as you don't need it, OK?" they won't have any argument to put against this

    When they go out park your car/s in the visitor spaces. Use your spaces for visitors.

    Please don't do any of that, at least not until the ManCo has done their bit. Otherwise you will be as 'wrong' as they are, and good luck sorting that malarkey.

    Correct me if I'm wrong, but we still don't know what the titles say, and whether the "visitor" bit actually means anything. The ManCo can't enforce regulations which don't exist.
