G24 PCN Double Yellow Lin

Hi all, I am looking for advice on how to proceed with a PCN from G24, I have already read the newbies thread and used the template letter in initial appeals, however am a bit confused and stuck now.
I recieved a PCN from G24 several weeks ago for parking on a double yellow line and "violating their contractual agreement". This happened when I parked on what I thought was a city centre public road's double yellows intending to unload my car. I got out and looked around for a a sign post from the council with rules etc.
Not able to see one, I did end up noticing a small placard on a building (image attatched) stating "autorised parking only... no parking double yellow lines". The sign seemed a bit strange to me as I have never seen this on what I thought was a public road, I quilky ran to the top of the street to see if I had missed any signs stating it was a private road, couldn't see anything so got in my car and drove off to be safe.
Mind you this all took maybe 90 seconds max, probably less, however lo and behold several weeks later I recieved my PCN (image also attatched). I have also found having searched the local council database found the road is, I think, private. (This road is in the city centre and just looks like a normal street, no indication or signage etc of it being private when entering)
I read this forum, and submitted an appeal to G24 only stating I was the registered keeper along with a template letter, slightly amended.
They quickly rejected this without addressing anything in the letter or providing any further info stating I pay now, or go toa debt collector or appeal to The Independent Appeals Service.
What should my next steps be? My questions are:

- Is there a grace period to allow the drivers to read any signs/rules (i.e. 5 mins)?
- Do private roads not have to be clearly stated as such?
- Does G24 not have to answer my appeal with the evidence or information I requested?
- Is it worth going through with IAS, should I just pay G24, or should I risk it getting sent to a debt collector/ court? If the latter do debt collectors affect credit score etc?
I know the post is long, I appreciate any advice or help people can offer.

1) download the IPC CoP version 9 and study the relevant sections on consideration and grace periods
2) its an unregulated industry, so study the IPC CoP version 9 for signage requirements
3) no they don't, they can either accept or reject your appeal, as explained in the IPC CoP version 9
4) none of them really apply, except court, especially if its in England or Wales
G24 have 6 years to issue a court claim using MCOL
If you lost in court, you pay in full promptly, within 30 days, to avoid credit issues , the thread below explains

The charge for breaching the Ts and Cs is all but unreadable, meaning that the signage is inadequate and incapable of forming a contract with the motorist.
The signage is also forbidding because it offers nothing to a motorist who is not authorised to park.
Loading/unloading is not parking. The appeal case of Jopson v Homeguard applies.
Debt collectors are powerless and can safely be ignored.
The IAS is a kangaroo court and the general advice is not to use it unless you have a solid case.
Plan A is always a complain to the landowner, and it is never too late to do so.

A typical PPC blatant honeytrap, if this is the entrance to the private street note the lack of compliant signage, that little sign on the lam post is all there is carefully blended in to the surroundings.Also if there was no parking at any time on double yellow lines (which they have copied from authority used ones) why haven't they also put two yellow marks on the curb stones?As said also if it is forbidding signage no contract can be made, but no contract can be made by non conforming signage.A total rip off by scammers no other word for it!

You have no "debt" only a speculative invoice which you say you don't owe so it isn't classified as a debt, they just jump the gun with no win no fee scary letter distributors.

Double yellow lines aren't painted for fun. Though there's an increasing number of drivers who seem to think that they indicate somewhere suitable to park. With a clear FU to other road users and pedestrians.fisherjim said:A total rip off by scammers no other word for it!
