PCN issued at Matisse road Hounslow by private parking solutions (London) limited - appeal rejected


Hi All,
I was issued a PCN by Private Parking Solutions Limited (PPS). This PCN relates to an incident that took place on 10/06/2024 on Matisse Road, Hounslow. PPS has rejected my appeal without addressing any of the points I raised.
I disputed the PCN issued by PPS on the following grounds:
- I suffer from a long-term health condition (Ulcerative Colitis) and experienced a flare-up, necessitating that I pull over in the safest place possible to use a bathroom. I provided a doctor's note as evidence.
- I had entered the shop "Adil Butchers" as a customer and to use their bathroom facilities. They clearly state that customer parking is allowed. I have attached evidence of this.
- Upon entering the road, I was greeted with a parking sign that was very unreadable, hence why I thought it was okay to enter the premises in the first place. However, the warden attached a completely different sign to the one I had seen upon entry. I have attached this as well.
Summary of PPS Response:
- The parking at Zone A+B, Holloway Street, Hounslow, TW3, is for vehicles parked according to site instructions.
- Signage clearly states: "NO PARKING AT ANY TIME," "PRIVATE LAND, STRICTLY NO PARKING, WAITING OR LOADING AT ANY TIME," and "UNAUTHORISED PARKING WILL RESULT IN A PARKING CHARGE NOTICE OF £100 BEING ISSUED."
- Your vehicle was parked in a no-parking zone, breaching the terms and conditions.
- Warden's photographic evidence supports this, showing visible notices indicating no parking.
- It's your responsibility to review and comply with parking terms and conditions.
- Mitigating circumstances are acknowledged but do not discount the terms and conditions.
- Permission to park is dependent on following stated conditions.
- The PCN has been issued correctly, and your appeal is refused.
I had explained my condition to the warden, but he didn’t seem to care or be bothered. He was also driving an unmarked vehicle. PPS has now rejected my appeal and given me a POPLA reference. Even though I don't have much faith in POPLA, I am planning to follow the process. I just wanted to check if my points above are okay or if I need to add more details.
Any help or suggestions would be much appreciated.

A sign that BOLDLY states NO PARKING AT ANY TIME is clearly not offering a motorist a contract to park.
The second picture you have shown us, although heavily spray masked, has exactly the same forbidding message on it - NO PARKING AT ANY TIME.0 -
