I've received the PCN in London

    Yes, I have parked on that area for drop off, when came back the office already issues a ticket.

    I hate getting caught. It breaks the 11th commandment.

    It's a few years since I lived in London but isn't it prohibited to park on the pavement red routes not withstanding?
    What does that sign mean though?

    As I mentioned, I stopped on the kerb where the parking bays stopped...
    You aren't allowed to park (or indeed stop) outside the marked bays.

    (I assume that's what you mean by "where the bay stopped")

    This morning the police have issued me a PCN while I was dropping my child.

    It was really frustrating that I went outside and told him that I am about to move, but he was a bit rude and did put the penalty charge on my car...

    Once he's started to issue the ticket he can't cancel it.  Otherwise you'd be able to "bribe" him to cancel it.

    You can only make representations against it, but you don't seem to have a defence unless there is a technical error on the PCN itself

    NB - Are you sure it was the police and not a civil enforcement officer from the council?

    Yes, that was the police officer, which I was really surprised. As is stopped on other side of the road.

    It is prohibited unless the council has passed an order permitting it.

    On this street there are marked bays where you can park with a sign showing that you can park on the pavement.

    The sign you are asking about is outside the marked bays and means you can't park on the pavement outside the bays.

    Whether the OP has a case or not probably depends on whather the signage is accurately located so as to correctly correspond to the parts of St Helier Avenue where the council has disapplied the ban on pavement parking.  Or a technical error on the ticket.

    As already suggested OP needs to go to FTLA

    Ah, ta. I did not know that about de-restricting pavement parking. It's a bug bear of mine, they all do it round here, old mum has a wheel chair and I hate to see her bumping up and down kerbs and riding in the road.

    But a far better idea is to do what @Elsien suggested and post your query on Civil penalty charge notices (Councils, TFL and so on) (ftla.uk)
